For the most part, radioactive sources emit energy or particles by natural processes. Radioactive sources can be shielded, but they cannot be shut off.
Diagnostic x-rays can also be shielded, but they are artificially produced and are turned on and off with a switch.
This presentation is only concerned with occupational safety when working in the presence of diagnostic x-rays.
